General Information:
The City of Santa Cruz (“City”) is pleased to issue this Request for Proposals (“RFP”) seeking operators for a summer pop-up on the Santa Cruz Municipal Wharf.  The City seeks Proposals from interested and qualified entities to license space for a pop-up business on an approx. 7,100 square foot vacant lot on the Municipal Wharf. Santa Cruz is a city of 65,000 residents and the historic heart of Santa Cruz County. Located just 25 miles from the heart of Silicon Valley, the City’s mild climate, artistic and innovative culture, and a unique beach side setting attract more than 4 million visitors per year. Santa Cruz boasts a dynamic concentration of successful local and national brand retailers, in addition to offices, housing, restaurants, and entertainment venues. Santa Cruz is a vibrant regional destination and also supports a strong ‘shop local’ mentality among residents. The Santa Cruz Boardwalk and Municipal Wharf are located in the Beach Area are the two largest tourist draws in the County. Attracting an estimated 2 million tourists per year the Municipal Wharf extends over ½ mile into the Pacific Ocean and hosts numerous events, including Woodies on the Wharf. The Wharf is also home to more than 25 businesses, including restaurants, retail, and recreational activities like boat rentals and kayaking.

The City is seeking interested businesses for a temporary pop-up throughout the 2020 prime season (May-October). In 2019, the City removed a building at 45 Municipal Wharf to make way for Wharf repairs and eventual redevelopment. The resulting 7,100 square foot space provides an opportunity to pilot new ideas on the Wharf and help drive excitement around the Wharf Master Plan (Spring 2020). While final site plans will depend upon businesses selected, the City envisions an outdoor park-like setting, which may include a beer/wine garden, food truck(s) serving light fare, and pop-up retail.

Respondents to this RFP should be prepared to show vision, capacity, and the ability to create excitement around their products. All proposals are welcomed and will be fairly screened for feasibility within the limited time as the season approaches.
