The City Council's Community Programs (CP) Committee makes recommendations to the Council regarding programs that receive City funding through the annual CP grant process as well as the Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME) programs.

The City of Santa Cruz Releases CORE Investments Request for Proposals (RFP)

Collective of Results and Evidence-Based (CORE) Investments  RFP #2017HSD03 – CORE Investments

The City of Santa Cruz and the County of Santa Cruz request proposals for evidence-based safety net services that will collectively impact the well-being of the community’s most vulnerable populations. Three-year contracts will be awarded for services beginning in Fiscal Year (FY) 2017-2018 and ending in FY 2019-2020.

To apply, please submit one electronic copy of the entire proposal to the following email: Alternatively, paper proposals or proposals on flash drives may  be submitted and  must be received by the due date at: Human Services Department, Centralized Contracting Unit- CORE Investments, 1000 Emeline Avenue, Santa Cruz CA  95060.

Proposals must be received by 5:00 p.m. on February 6, 2017.  Please refer to the HSD website to ensure you have the most updated version of the RFP and instructions.

Questions may be emailed to  The final day to submit questions is Friday, January 27, 2017 at 5:00 p.m.  An on-going “Questions and Answers” document will be posted to this web page each Tuesday following the release date and until the final posting of applicant questions and answers on Tuesday, January 31, 2017.  However, please note there will not be any new postings the week of December 25-29.

An optional Applicants Conference will be held on December 9, 2016.  Please refer to the RFP document for details.

City of Santa Cruz Set Aside Funding

Solicitation for Letters of Interest (LOI)

Applications due by 5:00 p.m. April 10, 2017 

The City of Santa Cruz is issuing this Request for Letters of Interest (LOI), due on April 10, 2017, to fund community based organizations to provide safety net services or related materials during fiscal year 2017-18. The purpose of this funding is to provide services and/or related materials that address emerging needs or otherwise unmet safety net needs. 

It is anticipated that the City will award approximately $40,000 - $50,000 in total to selected respondents to this LOI. All funding is contingent upon availability of annual funds. This money is “set aside” from CORE Investments which is the predominant funding stream for safety net services.  The City will consider LOI responses for the amount of $1,000 to $20,000, to provide services during fiscal year 2017-18. Non­profit organizations and educational institutions with direct or related experience in operating social services are eligible to apply. Only one application per agency may be submitted.  

Please note: The County of Santa Cruz is also soliciting applications for County Set Aside funds at this time.  The process is separate from the City’s, and a separate application is required to apply for County Set Aside funds.  Additional information is available at
