Invitation to Bid for the Beltz Reclaim Tank Project

NOTICE INVITING SEALED BIDS
Separate sealed bids will be received by City of Santa Cruz Water Department, Santa Cruz,
California for the following work:
BELTZ RECLAIM TANK

The Public Work to be completed under the contract consists of furnishing all labor, materials, equipment, and all other incidentals required to construct a bolted steel tank of not less than 70,000 gallon capacity plus associated facilities and utilities as illustrated on the plans and detailed in the project specifications. The Project Site is located in the County of Santa Cruz at 3701 Roland Drive. The site can also be accessed from behind 1035 38th Avenue, Santa Cruz, CA 95062.

There will be a non-mandatory pre-bid meeting held at the Project Site on Tuesday, May 7th 2013 at  2:00pm. The deadline for bidders to submit written questions about the Project will be Monday, May 20th 2013 at 8:00am. The City response to questions will be issued by Tuesday, May 21st 2013 at 2:00 p.m. Email written questions to Kalen Dodd at kdodd@cityofsantacruz.com.

Sealed bids for the project will be received by the Water Department until Thursday, May 23rd 2013 at 2:00pm at the Water Department Engineering Division located at 212 Locust Street, Suite C, Santa Cruz, California 95060. Bids must be sealed in an envelope plainly endorsed BELTZ RECLAIM TANK. At the above-mentioned date, time and place, the sealed bids will be publicly opened and read aloud. All pages of Section 1 – Bidding Documents must be completed and included or the bid may be considered nonresponsive.

Contract Documents including Plans, Project Specifications, Standard Specifications, and Addenda as well as Reference Documents including the Geotechnical Engineering Report are on file and may be examined at the Engineering Counter from 8 AM to 12 PM and 1 PM to 5 PM, Monday through Thursday.

Only Bidders who are recorded as a plan holder will be notified when addenda to the Contract Documents are issued. Failure to include signed addenda with the bid package may result in rejection of the bid.

The Bid must be accompanied by a Bid Security in the amount of 10% of the total price bid. Unless otherwise allowed by law, no bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. Each bid must contain the Bidder’s Qualification Form. Bidders failing to provide the required evidence shall be deemed non-responsive and their Bid Security may be forfeited. The Contractor shall hold and maintain a State of California Class A Contractor’s License in good standing for the length of the contract.

Each subcontractor who will perform work or render service to the general Contractor related to the work in an amount in excess of one-half of one percent (0.5%) of the general Contractor's total bid shall be listed on the Proposed Subcontractors Form required with the Bid.

Prevailing wage and apprenticeship requirements apply in accordance with the California Labor Code. Additionally, the Santa Cruz Municipal Code requires a good-faith effort to employ qualified individuals in sufficient numbers so that no less than fifty percent of the total construction labor forces, including all subcontractors, are residents of the County of Santa Cruz or are members of a local hiring hall which has jurisdiction in Santa Cruz County.

The City of Santa Cruz reserves the right to revoke the award of the contract if the Executed Construction Agreement, Performance Bond, Payment Bond, proof of acceptable insurance, Good Faith Effort Statement for Local Hire, and Division of Apprenticeship Standards Forms, are not delivered in an acceptable form and within 15 days after the date of the written notice of award. The City of Santa Cruz reserves the right to reject any and all bids and waive any irregularity or minor defects in any bids received.
