Project Description: Conditions Assessment and Structural Evaluation of concrete water storage tanks

The City of Santa Cruz Water Department is seeking qualified firms (Consultants or Design Teams) to submit proposals to provide engineering services to perform a conditions assessment, structural evaluation, and modification verses replacement analysis of four water storage tanks located at the Graham Hill Water Treatment Plant (GHWTP) and one basic conditions assessment and structural evaluation for a water storage tank located at Kite Hill. This request for proposal (RFP) requires consultants to perform field investigations, testing, calculations, analysis and reporting throughout the project stages with upgrade, modification, or replacement recommendations for all five tanks and an in depth structural evaluation of the four GHWTP tanks including a detailed analysis of the modification or upgrade cost verses operational benefit, increased structural strength safety factor, or extended service life.

Nondisclosure Agreement:
All recipients of sensitive information labeled as “PROPRIETARY” shall submit a fully executed Nondisclosure Agreement (Appendix A) before applicable documents will be released. This agreement requires the recipient to take all steps necessary to protect the information from unauthorized use, reproduction, and disclosure, and to protect the information at least to the same extent as the Water Department is charged with protecting the information.

A link to the City’s fileshare site will be e-mailed to all firms/consultants who are interested in receiving the RFP Reference Documents and when a file related to the RFP has been uploaded.

Prior to receiving the link to the City’s fileshare site, Consultants are required to complete and return a Non-Disclosure Agreement form (Appendix A). The completed form can be returned by faxing it to (831) 420-5201 or by e-mail.

Question Cutoff Date: The City will make an effort to respond to all questions in a timely manner to allow consultants enough time to review the response before the proposal due date of April 17, 2014. In order to allow the City sufficient time to respond to all questions, the last day to submit questions is April 9, 2014. Questions on the RFP should be emailed or faxed to 831/420-5201; verbal questions are not permitted. Staff reserves the right to contact any firm/consultant for clarification after questions are received. A response to all questions will be e-mailed to all RFP holders who attended the pre-proposal meeting. The City reserves the right to reject any or all proposals and waive any informality or minor defects in proposals received.
