Linette Almond named Interim Director of Water Department

Santa Cruz--Linette Almond, Deputy Director and Engineering Manager for the City of Santa Cruz Water Department, will serve as the Department’s Interim Director in the wake of Bill Kocher’s retirement. Kocher’s last day as Director was September 13th.

Ms. Almond holds a BA in Civil Engineering from the University of Tennessee, and an MA in Public Administration from California State University, Sacramento. She began her career working for the State of California, where she worked for 17 years on a variety of projects across the state. “The job was very interesting and taught me a lot about project development,” said Almond.

While finishing her MA in Public Administration, Ms. Almond became increasingly interested in working on projects at the local government level. It was during that time that she heard about an opportunity to work for the City of Santa Cruz Water Department. In 1996, she was hired as an Assistant Engineer. “During my interview, the Engineering Manager asked me where I wanted to be in five years. I told him, ‘I want your job.’” Four years later, when he retired, Almond was promoted to fill the position of Deputy Director.

When asked about her career with the Water Department, Ms. Almond says the projects she’s most proud of are undertaking rehabilitation of the North Coast water system (a multi-year project that continues today), managing the Integrated Water Plan and the replacement of the Bay Street Reservoir tanks. Her immediate goals as Interim Director are to make progress on the Habitat Conservation Plan, to help support the community in making a decision on water supply, and to continue making progress on replacing aging infrastructure.

The City will undertake a nation-wide search this fall to fill the Water Director position by early next year. Ms. Almond will not be a candidate for the position and will assist with the search. For more information on the City of Santa Cruz Water Department visit
