Housing Element 2015-2023

A Housing Element is one of the required chapters of the General Plan, which is the overarching land use document for the City.  In addition to establishing the City’s overall housing policies and programs, the purpose of the Housing Element is to ensure that the City has sufficient appropriately zoned land to accommodate the construction of the City’s ‘fair share’ of housing units proportionate to the projected statewide population growth. 

The State Office of Housing and Community Development (HCD) projects population growth by geographic region and designates the regional Councils of Government (COGs) as the agencies responsible for determining how the potential growth is to be allocated among the jurisdictions within the regions.  For the Monterey Bay region, the COG is the Association of Monterey Bay Area Governments (AMBAG).  AMBAG has allocated a ‘fair share’ number of future residential units to each jurisdiction.

It is important to note that while the City may assist with the development of affordable housing through various programs and funding sources, it is not the direct role of the City to construct housing.  The City is responsible for ensuring that adequate opportunities exist for housing development through zoning and by removing regulatory impediments to housing production.  Encouraging housing development must be balanced with the City’s on-going commitment to resource protection and environmental stewardship.
