California utilities are governed by Proposition 218, which stipulates that rates charges to customers may not exceed the cost of providing the service. As a result, we are unable to provide discounted or "lifeline" rates. Why? Because one group of rate payers would need to pay more than the cost of their service in order to subsidize another group, which is illegal under Prop 218. But there are things you can do to help make paying your bills easier and more manageable.
